Travelers eligible for favorable entry policies, such as visa-free entry, at Sanya Phoenix International Airport :

Approved by the State Council, the National Immigration Administration has implemented a visa-free entry policy for inbound tourism in Hainan Province for citizens of 59 countries. These countries include Russia, the United Kingdom, France, Germany, Norway, Ukraine, Italy, Austria, Finland, the Netherlands, Denmark, Switzerland, Sweden, Spain, Belgium, the Czech Republic, Estonia, Greece, Hungary, Iceland, Latvia, Lithuania, Luxembourg, Malta, Poland, Portugal, Slovakia, Slovenia, Ireland, Cyprus, Bulgaria, Romania, Serbia, Croatia, Bosnia and Herzegovina, Montenegro, North Macedonia, Albania, the United States, Canada, Brazil, Mexico, Argentina, Chile, Australia, New Zealand, South Korea, Japan, Singapore, Malaysia, Thailand, Kazakhstan, the Philippines, Indonesia, Brunei, the United Arab Emirates, Qatar, Monaco, and Belarus. Individuals from these countries holding ordinary passports, traveling to Hainan for tourism and received by travel agencies founded in Hainan, are eligible for visa-free entry through designated ports, with a stay of up to 30 days within the administrative area of Hainan Province.

International travelers can apply for visas on arrival:

In May 1988, the State Council issued the “Provisions of the State Council Concerning the Encouragement of Investment in Developing Hainan Island” (State Council [1988] No. 26), stipulating that “When coming to Hainan island to negotiate investment or trade, promote economic and technological exchange, visit relatives or to tour, foreigners from countries or regions having diplomatic relations or official trade links with China, may apply for entry visas at the port of Haikou or Sanya if their stay in Hainan does not exceed 15 days; those who need to stay in Hainan longer or who want to go on to other parts of China on justifiable grounds, may apply for an extension of visa or obtaining an additional visa endorsement according to relevant provisions”, “compatriots from Hong Kong” and Macau can apply at the ports in Hainan Island for the “People’s Republic of China Entry-Exit Permit,” and “compatriots from Taiwan may, at the ports in Hainan Island, directly apply for a Travel Certificate for Compatriots from Taiwan” which is single-entry.
