I. Airport Overview

Sanya Phoenix International Airport Co., Ltd. (hereinafter referred to as “Sanya Airport”) officially commenced operations on July 1, 1994, covering an area of over 7,000 mu (4,666,667 square meters). The runway extends to a length of 3,400 meters and spans a width of 60 meters, including 15 meters of shoulders. It boasts a flight area rating of 4E, capable of meeting the takeoff and landing requirements of fully loaded large aircraft such as the Boeing 747-400s and Airbus A340s. The current terminal infrastructure encompasses a total area of 107,600 square meters, with Terminal 1 covering 58,300 square meters, Terminal 2 20,000 square meters, the International Terminal 16,300 square meters, and the VIP Terminal 13,000 square meters. Additionally, the airport is equipped with 83 parking stands and 18 boarding bridges.

The route network of Sanya Airport now covers all provincial capital cities and municipalities across China, extending beyond Hainan Island. As of September 19, 2023, Sanya Airport has opened 132 routes, including 127 domestic routes and 5 international or regional routes. These routes connect with a total of 94 airports, including 89 domestic airports and 5 international or regional airports. This extensive route network contributes to the rapid development of the local economy.

In 2007, Sanya Airport exceeded 5 million in passenger throughput, elevating its status to that of a large and medium-sized airport. The momentum continued in 2011, marking the first instance of Sanya Airport exceeding 10 million passengers and joining the ranks of 10-million-level airports. The year 2018 marked another leap as passenger throughput exceeded 20 million, making Sanya Airport the first non-provincial capital city airport in China to accomplish this milestone. In 2019, the international (regional) passenger throughput surpassed 1 million for the first time, a historic moment in Sanya’s civil aviation history. In 2020, the peak-hour runway capacity of Sanya Airport increased to 25 flights per hour, a notable breakthrough after 9 years. The consistent growth trajectory continued into 2021, with Sanya Airport exceeding 10 million passengers for 11 consecutive years, highlighting the airport’s significant expansion potential.

II. Development Positioning

In the medium and long term, benchmarking against airports in Beijing, Shanghai, Guangzhou, Shenzhen, Hong Kong and Singapore, fully leveraging supportive policies for the development of the Hainan Free Trade Port, and utilizing the Fifth Freedom Traffic Rights and the Seventh Freedom Traffic Rights, etc., Sanya Airport aims to build itself into a robust international and regional gateway and hub that caters to both the Pacific Ocean and the Indian Ocean regions. Additionally, it aims to become a pivotal airport for the air logistics of the Belt and Road Initiative.

III. Operation

Sanya Airport has maintained safe operation for 28 years since its official opening on July 1, 1994. In 2007, the airport achieved a significant milestone by successfully passing the safety audit conducted by the Civil Aviation Administration of China (CAAC), making it the first airport in South Central China to accomplish this feat. In 2017, it successfully passed the Airports Council International’s Airport Excellence (APEX) review. Since 2018, Sanya Airport has continuously secured a safety score above 90 in the annual large airport operational safety assessments conducted by the CAAC. In 2019, Sanya Airport participated in the first group of pilot projects for the establishment of the Safety Management System of Dangerous Goods (SMS-DG) advocated by the CAAC and successfully passed the subsequent CAAC inspection. In 2020, Sanya Airport achieved the remarkable feat of attaining the second position in the civil aviation industry in South Central China in the CAAC’s security audit. The following year, in 2021, it took the lead as one of the inaugural pilot units for legal self-inspection and evaluation in the industry, ranking first in all four criteria among pilot units. In 2022, Sanya Airport successfully passed a third-party SMS audit.

Sanya Airport has proactively harnessed favorable policies, including increased flight frequency, duty-free shopping, tourism incentives and “internal circulation” driven by domestic consumption, to expedite its growth into an aviation hub against the backdrop of the Hainan Free Trade Port construction. At the same time, adhering to the service philosophy of “Sanya Phoenix, Warmest Companion”, it has consistently strengthened service quality management and promoted innovative solutions with a focus on primary passenger services and key passenger touchpoints.

Sanya Airport constructed and has been operating the Sanya Bonded Logistics Center (Type B), the first bonded logistics center in Hainan. The center, which is located on the west side of the cargo terminal at Sanya Airport, covers an area of 49,096 square meters with a total building area of 24,964 square meters and consists of the No. 1 and No. 2 bonded logistics centers, a comprehensive office building, and an open-air storage yard. The entrance and exit at the center are equipped with intelligent license plate recognition systems that allow for automated entry and exit permissions. The center provides storage and transportation services for duty-free and bonded commodities, catering to cross-border e-commerce, bonded aviation materials, and international trade. Additionally, the No. 1 bonded logistics center is equipped with a 2,000-square-meter cold chain warehouse, which provides cold chain storage services for imported perishable commodities. The No. 2 logistics center features a customs inspection area, facilitating random inspections of goods entering the area by customs. The Sanya Bonded Logistics Center (Type B) issued its first shipment on the morning of February 25, 2022, marking the official island-wide customs closure and the commencement of operations of the Sanya Bonded Logistics Center (Type B).

IV. Social Responsibility

Sanya Airport has actively engaged in numerous public welfare activities, such as donating money to schools, voluntary blood donation, targeted poverty alleviation, and caring for disabled children. These efforts effectively demonstrate the airport’s commitment to corporate social responsibility. In response to the outbreak of the COVID-19 pandemic, Sanya Airport, a vital service provider in Sanya City, promptly followed the decisions and arrangements of the CPC Central Committee, the State Council, the CPC Hainan Provincial Party Committee, the Hainan Provincial People’s Government, as well as its parent company, i.e. HNA Infrastructure Investment Group Co., Ltd. The airport rigorously implemented COVID-19 prevention measures and made significant contributions to personnel and material transportation during the pandemic. It was the first airport in China to receive resumed flights from Wuhan after Wuhan’s months-long lockdown. Additionally, it was the first airport in Hainan to handle the entry of overseas anti-epidemic supplies and facilitate the return of stranded passengers from Hubei Province to their hometown. Furthermore, Sanya Airport maintained a “zero infection” record throughout the pandemic by ensuring all staff members consistently fulfilled nucleic acid testing requirements.

V. Airport Awards

Over the years, Sanya Airport has consistently provided excellent support for important events such as the Boao Forum for Asia and the BRICS Summit. This support has garnered unanimous acclaim from key stakeholders, including the Ministry of Foreign Affairs, the Civil Aviation Administration of China, and leaders at the provincial and municipal levels. Sanya Airport has earned recognition from prestigious domestic and international organizations. These accolades include SKYTRAX’s ‘World Best VIP Terminal,’ ACI World’s Airport Service Quality Awards, and recognition as an ‘Advanced Unit in Supporting the Boao Forum for Asia Annual Conference’ as well as an ‘Outstanding Award for Civil Airport Service Quality in China’. The airport takes pride in its titles such as ACI World’s ‘Best Airport,’ ‘Best Airport Customer Service,’ ‘Best Airport Environment and Ambience,’ and ‘Best Airport Infrastructure and Facilitation’ of 15 to 25 million passengers per annum. Additionally, it was acknowledged as the “2021 National Customer Satisfaction Enterprise” and was honored as the “National May Fourth Red Flag Youth League Branch”.

In the future, Sanya Airport will shoulder the mission of “serving national strategies, local development, and the general public”, and aim to build itself into the CAAC-proposed “four characteristics airport” with safe, green, smart and humanistic as its core, making a greater contribution to accelerating the construction of the Hainan Free Trade Port.
